Make Protected Menu Links Visible

When you restrict access, that user role can no longer view the menu links for the restricted content. I need to know how to make these links visible at all times.

I have no clue what the above doc is asking me to do. I don't know where to add this material. If a technically advanced person can post the step by step changes to the files, I would (and I'm sure others) greatly appreciate it.

In other words, tell me what files to edit and what to add where. This is a fairly common question and I'm surprised that I was referred to a very technical doc when the solution should clearly posted.
