You can achieve this through a workflow.

I think it was a misconfigration in my site.ini files though automatic email sending after order confirmation seems to be a default behavior...
Am i right ? Is it a default behavior or does it need to be explicitly added as a workflow after 'confirmorder' event ?

Yes, it will send an e-mail to both the site-owner and the customer by default. No need to add a workflow.
