Hi,
I'm running eZP 4.3.0 and OE 5.4.0 dev
In the file settings/override/ezoe.ini.append.php we can find the section
[EditorLayout_mini] Buttons[] Buttons[]=bold Buttons[]=italic Buttons[]=underline Buttons[]=| Buttons[]=undo Buttons[]=redo PathLocation=none
but the option «Simple formtting» is missing in the datatype Block XML.

You also need something like this in settings/override/ezxml.ini.append.php:
[TagSettings] TagPresets[mini]=Simple formatting

This trick should be highlighted in a comment either in ezoe.ini or in ezxml.ini
