I have the following rule
[vertically_listed_sub_items_event_calendar] Source=content/view/embed.tpl MatchFile=embed/verticallylistedsubitems/event_calendar.tpl Subdir=templates Match[classification]=vertically_listed_sub_itemsMatch[class_identifier]=event_calendar
Does not work but if I do
[vertically_listed_sub_items] Source=content/view/embed.tpl MatchFile=embed/verticallylistedsubitems/event_calendar.tpl Subdir=templates Match[classification]=vertically_listed_sub_itemsMatch[class_identifier]=event_calendar
It works.
Any Ideas why my new rule does not override vertically_listed_sub_items?

Check in what order are your rules listed. Keep in mind that first rule in override.ini which is matching criteria will be used.

Order may explain it.
I have added the rules to the module and not the site
