Description

As a/an Developer I want to have access to custom fail-whale functionality so that web-admins are able to set their own landing pages for error conditions

This is to make it easy (possible) to add your own landing pages for error situations, instead of the dreaded white-page, or a white page saying Fatal error: eZ Publish did not finish its request, at least the text should be configurable, and also we should use a better default text than this.
