Performance for state based access

This feature request is part of Community Roadmap

Description

As an Administrator/Editor I want a site setup where users are given access to objects, based on multiple object states. This is currently too slow when there are many states involved (50 sec per node fetch query with 737 objects, 13 state groups and about 20 policies using these states).
