Well, I am using eZ 4.3 and I have no clue how different the 4.4 might be, anyway.. in my installation, website_toolbar.tpl isn't located inside the ezwebin extension folders but the system retrieves it from /extension/ezwt/design/standard/templates/parts/ Try by enabling the inline template debug of your siteaccess from the admin back-end, then login the front-end admin and check the path right close to the bar itself, in theory it should tell you where the template should be located..
