Within each of these regional portals they want several separate shops. It's a general problem which exists in some other modules, too (e.g. the rss-module - each user that has access to rss can edit any rss of everyone. Doesn't matter which siteaccess is used.). You need to modify eZ publish to handle more than one shop. I think most of the work can be done by changing templates, but this might slow down the hole shopping system.
