if you really need a ovverride for this have a look at http://ez.no/doc/ez_publish/technical_manual/4_0/reference/template_override_conditions/content_tipafriendmail_tpl if you just want to use your own tipafriendmail.tpl just create a template in your own design within the exact same folder structure and name:
example:
extension/yourdesignextension/design/yourdesign/templates/content/tipafriendmail.tpl eZ will use your template instead of the default one.
