How to have more than one nav hierarchy?

OK, maybe there's an easy way to do this, but I can't seem to figure it out - any help would be appreciated.

Basically, I want to have two sets of menus - one at the top of the page, the second at the bottom of the page.

Can I somehow create a 2nd "root" node? I looked into sections, but there doesn't seem to be a way to associate a folder with a given section. Am I missing something?

I'd prefer to not have to hard-code IDs in templates.

you can create a primary and a secondary navigation by placing your topics as folders for the two different navigations in two different folders in the root folder. you could name the first "primary navigation" and the other "secondary navigation". Then you use the tree-menu Code twice, with the node number of the two folders.
this works here. Each folder created in one of the navigation folders is automatically a new navigation topic, so hardcoding the node-ids of the folders is no obstacle i think.
we will soon have our site online, so that you will see the example.
