You create a user in the user part of the administration interface.
Depending on what permission you want to grant to this user you put it in the apropriate group (Administrator, Anonymous, Editors...).
You can assign policies to every user or group (some of them are already assigned to the default groups). Check out the roles and policies under user part of admin interface. You can also create your own group and assign it specific (fine gained) roles and policies. Users will have permissions that you grant them by asigning policies to them or their groups.
