Guessing what 'cron jobs' is...

I'm not an advanced PHP developer, however familiar with some of the principles and even wrote some PHP code earlier. What I try to do is simply going "to imitate" the learned tutorials in my own site in the future, altering html and css code where it is necessary. I understand the inner structure and principles of eZPublish now quite well. Nevertheless, I experience difficulties with making the guestbook messsages (on tscm site) appear after I added a new message AND approved it in admin.

1. I don't know, what is "cron job" and really have no idea of what it can be :)

2. I don't know how to run a runcronjobs.php file manually except through the browser's address bar. But when I do the latter there is a string

#!/usr/bin/env php PHP is currently using the 'apache' interface. Make sure it is using the 'cli' interface.

I've run a search for this topics in forum but it seems that all guys already know the core (except me :) ) about "cron jobs" and other stuff so I can't fully understand how they resolve their problems with running the runcronjobs.php properly.

Some additional information:

I'm not working on a local machine but use a hosting provider. The configuration is as follows:

Web server: Apache 1.3.*
PHPversion: PHP4
MySQL: mySQL 4.1.7-max / S6  

Please, help me understand how eZPublish processes workflows and how the server should be tuned. So that in the future I could at least localize the problem myself.
