French content doesn't work as is should...

Hello.

There is a problem with french content in my site.
I created a site which was first in german only. Later english was added and at the moment, we want to add french content, too.
There are several display errors of the content.

For example "ςa baigne dans..." is displayed "ςa baigne dans..."
If I want to edit the content again, the text in the text-line is also "ςa baigne dans..."

What can I do to fix this problem?

OK, same error here....

I will try to explain the characters I want to use:

ςa should be a small "ca" with a cedille a the bottom of the "c".

This seems to be no problem here.
How do you create the cedille? I did copy and paste, and it works.

What charset settings do you use in your different site.ini files? (Don't even know wether this has to to with the problem, but what else can it be?)

I did it with copy & paste, too.

The charset I use is

[CharacterSettings]
Charset=iso-8859-1
