Bug in design override order?

This is my first post here - so I am not yet familiar with eZ systems.

I use the following design settings:

1. - in ..\eZpublish\settings\site.ini

[DesignSettings]
StandardDesign=standard
SiteDesign=admin
AdditionalSiteDesignList[]

2. - in ..\eZpublish\settings\siteaccess\blog_site\site.ini.append.php

[DesignSettings]
StandardDesign=standard
SiteDesign=blog_site
AdditionalSiteDesignList[]=base

When accessing the blog_site, I would expect to get the

eZpublish\design\<b>blog_site</b>\templates\pagelayout.tpl file.

Instead, eZ publish presents the

eZpublish\design\<b>base</b>\templates\pagelayout.tpl file.

As soon as I add a hash to the AdditionalSiteDesignList entry in file 2 (# AdditionalSiteDesignList[]=base) the correct file is shown.

Do I misunderstand the settings or is there a bug in eZ publish 3.8 beta 2?
