$site and $meta are in the PHP

At the line at the top of the browser a variable called $site.title comes into play and in served pages you'll see where another called $meta generates meta tags as well.
I was surprised to find that $site and $meta are hardcoded into index.php.
Or perhaps is is yet another example where using the windows install and then moving it to a host leaves you missing semi-critical areas of configuration that might have occured in a linux install?
Let's hope this get's tidied up in a future release, but really $site and $meta should surely be in the Admin interface.
