Setup -> Advanced sometimes not showing

Anybody got an idea why on some demos the Advanced Set-up in the Admin doesn't show and in some it does? Those it doesn't work on, if I click on http://.../plain_admin/user/preferences/set/advanced_menu/on nothing changes. Karsten

However, after login in as admin on the standard page (not admin) and creating a folder, then back to admin and clear cache it seemed to work?? Strange I think..
