We've done some research into the open_basedir problems that some of you have got. The only conclusion we can say at this point is that it is a PHP bug which occurs in some PHP versions. For instance the latest 4.3.2 RC1 does not have this error, while the PHP bundled with Redhat 9.0 will not even run the index.php script.
A discussion on the bug can be found here: http://bugs.php.net/bug.php?id=19292 For now we can not do anything but give warnings in the setup that open_basedir is in effect and recommend that PHP be upgraded or open_basedir turned off.
