missing options in the "Setup Menu"

Hi,

In one of my ezp 3.3.3 instalation, i see in the "setup menu" main area 4 options:
- Classes
- Look and feel
- Cache
- URL translator

In other ezp 3.3-3 install, i cant see these options.

How i enable this options ?
