Afte Install publish 3 and going to Admin got following error

Now I trying to install version 2.2.9 also with installer for windows 9x

"You're quick. Version 2.2.9 is completely different from version 3. So switching later is not really an option.

Anyway, what is your config (CPU, RAM)? Did you download the latest version? Depending on your config and language, ez publish may use a lot of time the first time it is loaded. Try setting the maximum execution time for php scripts to 120 or 180 seconds.

But where can i change the execution time? In site.Ini session?
