ezurlalias_ml_migrate table does not exist (4.0.1 to 4.0.4)

So I have *another* problem in the upgrade process (every step there is a problem). This time I'm doing step 5 "Transfer your URL alias to the migration table". When I run this script (migrate.php), I get the error "ezurlalias_ml_migrate tables does not exist. Please add it to your system". I checked the database being used and it does indeed have the "ezurlalias_ml_migrate" table. I checked the siteaccess and override settings to ensure that the correct database was set. The database was set correctly in the override site.ini.append.php. I tested it in the override folder and set in the proper siteaccess folder and I still got the same error. Can someone tell me why I'm getting this error when the correct table is in the database? Thank you.
