I am going to install eZ Publish 3.8
Q: Should I wait for the stabe 3.9?

Secondly, and most important: I have to use Postgre SQL and I have to connect to an external DB server. In the setup wizard I just can't remember if anything else than localhost connection to DB was an option?
Q: How to connect to an external DB server in the setup process?

1. You can start developing using 3.8 now. The upgrade path should be well documented. Of course, if there is a feature you really need you could wait, or start developing using 3.9 rc1 which has been released.

2. You can certainly use an external DB:

I am fairly sure there is an option in the setup wizard, although it's a while since I've run the wizard. Worst case scenario, you'd have to do a manual install without using the wizard:
