3.5.1 - template cache bug?

I've just upgraded to 3.5.1, and am having problems...

The site seems fine except that Template Debugging seems to be permenantly enabled. I believe I upgraded with it set to enabled, and now that I've disabled it, template debugging code is still appearing.

And yes, I have checked the overrides and cleared the cache - even if I disable template debugging at the override level settings, it is still active. Even if I clear the cache, yes. The whole cache.

Another of my siteaccesses didn't have template debugging enabled at the time of the upgrade, and this isn't displaying said debug messages.

At present, I have no mention of template debugging in my override site.ini file. Here are the relevant contents of the two siteaccess (one that has this problem, one that doesn't):

Displaying unwanted template debugging:

[TemplateSettings]
TemplateCache=enabled
Debug=disabled

Not displaying:

[TemplateSettings]
TemplateCache=enabled
Debug=disabled

yes, they are identical!

In fact, now I check, even if I enable template debugging in my second siteaccess, it doesn't activate there. Things seem to have got stuck in the state they were in pre-upgrade.

Any ideas? Anyone else having the same problem?

This is the last thing I need right now! ;-)

Update

Although I had cleared the cache before and after the update, it seems it wasn't cleared properly. I manually deleted all files in the cache folder, cleared it through ezPublish, and now all seems to be working on this front.

Back to the bigger problems!

Update 2

It seems that the cache isn't being cleared properly when done through the admin panel - templates only refresh properly when I manually clear the cache. Any ideas?
