PDF Display/Download

Whenever I open a link to a pdf file at any other destination on the web, using either Safari or Firefox, the pdf opens in a new window (or a tab). However, whenever I open a link to a pdf file stored in eZpublish, it generates a download to my local computer. Why does eZpublish behave this way? And can it be changed to display the file instead?
