OE licence question

The client is a company selling different lines of products. They decided to have different layout for every product line, so they have multiple site accesses for each product line. All content is in one database, as some part of content is common for all siteaccesses: company data, services, etc. So they have single siteaccess for admin.

Thie client would need HTML editor, eq. Online Editor. In the sense of the licence terms this is not the website situation, ie. two siteaccesses: admin and user. Does thos mean that this customer should purchase Server licence?? They will use OE only in admin siteaccess, but I do not know how this matters

Yes, following the license definitions you will need one server license.
