New location publishes object, remove location does not?

However, removing a location does not publish a new version. Has this behaviour been corrected in a later version? If so, which version and what is the new behaviour? If not, can I suggest that this is a bug that should be fixed. [My preferences is for location changes to not publish new versions.]
