Multilingual site question...

As i read on creating a multilingual site:

eZ publish will then prefer to show a norwegian translation on the norwegian site. If it does not exist it will show the default translation.

To get the dropdown you only need to link to the same URL, but with a different URL prefix.

This setup works with a 1-1 translation. If you want different content on the different sites you need to build two different directory structures.

Does this still hold water, or is there a way to prevent the system from displaying the "fallback" language?

If not is it right of me to understand that i have to create one folder for the original language and another folder for the second language and so on and so on in the admin part?
