Multilingual quirks in 3.9

There are a couple of things in the website interface in 3.9 that confuse me a bit, though that might just be me, of course! Has anyone noticed these?

1. The site title setting in the Site Settings page (which equates to the SiteName setting under SiteSettings in site.ini) is not translatable, at least not from the web interface. You can translate it by editing the siteaccess site.ini.append.php and then removing the setting from the override/site.ini.append.php file though. Could the UI for that be made a bit nicer in the default install?

2. The Language Settings attribute on that page *is* translatable. I would have thought that it shouldn't be? I prefer to have the canonical name for the language in the menu, so for example I would have "English", "Français", "Gàidhlig" etc rather than having the translated names (English, French, Gaelic assuming you're on an English site).

I can of course change these things but I think it would be nice to have them by default. Any opinions?
