Not sure this is what you mean but the top-level template is by default called pagelayout.tpl
There will be several copies of that in your installation. The precise one you need will depend upon what design is being used.
You should switch on the debug option to list what templates are being used.
Also, if I understand what you're trying to do... you will want to create a new copy of that template (don't edit the original) and create an override rule in your overrides.ini file specifically for the home-page node; to use your version when that node is fetched. Or it may be an option to not override the pagelayout template but the menu template instead; to a blank one?
