Is EZ Publish the right product for me?

I have a fully developed web site created by contract programmers.
At my request they have allocated html cells on the home page and 2 other pages where I want to be able to place CMS information.
I want to allow Content Publishers to place Industry News, Polls, RSS Feeds, etc. in these cells.
I do not want to use CMS for any other part of the site.
Ideally, I would like the programmers to do whatever they need to do to allow a CMS program to target these html cells with independantly maintained content.

Is EZ Publish the product that can fullfil these requirements?

Yes and no.

Yes, because eZ Publish will force you to store your content in a proper way, no matter if you make use of it or not right now (and you can always refuse access to those resources that you consider unmanaged).

No, because it seems like you will have to fit your static content just for the sake of fitting it into eZP.

But technically possible.
