Howto output object data via a external Command?

(no §node.... inside a template, but a request made to the server from a external application) Normaly I would do this by accessing the database directly, but due to security reasons I don't want to do that. Is there a way to send a request like "www.test.com/getinformation_on_id=1234" ? I need some way of reading out data like name, age, hobbies, etc. AND a second request must give me the relations of that User (user A knows user B,C and D). Is that possible and if so, how do I implement it and in what format would the answer to my request be in? Thanks!!! =)
