Is posible to fetch "the latest news (max 15 articles)" from a folder recipient and display them as title with link and a short description...?

and use FetchClass eZFlowLatestObjects by default in ezflow

It's OK.

I followed your examples... But,

1. The name of the block is Block: RecipesRandom, not my own name (e.g. TOP NEWS)
2. The block display only the titles of articles. I have to put a link over the titles and, below the titles, I have to display the short description of article...

It is posssible?

Yes

for show the link and description, it's in your template defined in your block.ini

for my example, it's :
ViewList[]=8_recipes_random

so in my 8_recipes_random.tpl

I have the object $recipe, i can do show eveything of the recipe.
