hear is a link to a picture which shows my problems with ez publish 3.4.4

I have made a new translation which is persian(farsi),so I had to change the character set in these 3 files:
1)site.ini
2)template.ini
3)i18n.ini
my database is MySQL 4.1.7 & I' ve set the characterset of database to "utf-8"
my "page_layout" template direction is now right to left(RTL) but I have the following problems(the problems are marked in the picture)
1) I want to change the width of the right column of admin site
2) the words in translation wich are related to the top toolbar of admin site appeare in a wrong way (somthing like آي...)
also I have the same problem with the name of pages (which is marked in the picture ' 3 ') & the page title(number '4' in the picture) 3)when I search a persian content which I'm sure it's included in the site ,the search returns 0 result for me (in both admin & user site)
4)because of the problems above I tried to change the charset in all the files I have mentioned before to 'windows-1256' but in this case I couldn't add any persian content to my site,for example a folder which has a persian name because the following error occures:
