Notification when new object added to the subtree

What happens when a user signs up is that their user object gets added to the subtree of the service team object. We had hoped to have notifications send an e-mail to each service team coordinator when their respective folder is updated - however this does not seem to work as adding the user to the folder does not actually republish anything. Is there any kind of workaround for this, or could I get some help writing a new type of notification event/handler? - David
