Add Locations across Sections

I have given rights to the two above mentioned sections to the user. However, when I use add locations, the content is not published in the other section. I am able to do this using administrator rights. I had tried giving administrator rights to the user. I guess there is something wrong with the workflow. In workflow I have assigned the usergroup of the user to "Approvers" section in Event/Group Approval. Under "Sections" I have given the two sections.
