Email bounce management

I have found on larger eZ publish social / forum orientated sites people frequently change their emails / ISP and for whatever reason don't update their user details resulting in lots of bouncing emails from any thread / node notifications they have set.

It would be useful if an eZpublish cron could monitor these bounced emails and the site administrator then be given options of what to do about it, ie. a user that gets X number of bounces, might be disabled, ( which in the future would prevent notification emails going out - see. http://issues.ez.no/IssueView.php?Id=14515) or deleted, or more probably appropriately we should introduce a master "pause notifications" function that the script could activate and can be manually enabled / disabled by the users themselves. (a good feature in itself)

I realise eZNewsletter has some bounce management already, so perhaps some code could be adapted from that extension.
