Upgrading problem "cgi"/CLI

Hi All,
I am upgrading from 3.3-5 to 3.4.0
I changed the php.ini file as was requested from the finetune wizard,
I am trying to run any of the scripts that are mentioned at " http://ez.no/ez_publish/download/changelogs/ez_publish_3_4/upgrading "
but nothing works and all giving me the following Error :

ontent-type: text/html
X-Powered-By: PHP/4.3.6

PHP is currently using the 'cgi' interface. Make sure it is using the 'cli' interface.

This matters a lot for me , please let me hear back from you ASAP
