To obtain the menu and submenu item name.

In my site, there is one folder namely "Plan of Site" in which I want to show all the menus and submenus name. For that in the template of "full_view_plan_du_site.tpl", I had used the program of double_top.tpl, which is resides under the design/base/templates/menu. I don't know this is the correct way or not because due to that I can obtain the main menu name but could not successed to obtain the submenu.
So anybody tell me that I have doing right thing?
If not then please suggest any other idea to do this.

Under this url you can display site map and override default template in Design->Templates->/node/view/sitemap.tpl
