My users were complaining that they could not restore objects from the trash, receiving the greyed-out selection "Restore at original location (unavailable)" when they tried. Turned out it was because I had forgotten to give them permission to 'content/create'. (This may sound strange, but the content in question was very old, much older than the current permission policy. It was still heavily modified but the class never again created.)
So, if you want your users to be able to restore from the trash, make sure they can create objects of all relevant classes.
