how to make menu work with chinese?

kevin wei	Tuesday 02 November 2004 7:41:13 am i find if i type chinese in flat_top.tpl, and i got unknown words. but if i typed in full.tpl of folder, it seems ok with chinese. why? in pagelayout.tpl, the module of maincontent just after menu, and both in the area of body. the charset was set to UTF-8 in head before these two module, why it works in content but menu? thanks!
