how to make discount rule for one usergroup in one section

I have shop with two sections: software and harware.
There is in my shop: two usergroups: software partners and hardware partners.

How to make discount for software partners in software section.

{set-block scope=root variable=cache_ttl}0{/set-block}

1. Go to Webshop->Discounts
2. Click "New discount group" button
3. Add new name for this group
4. Click on the name of new discount group
5. Add new discount rule, choose Discount percent, Product, Sections

But in this case i get:
- or discout for all users in one section
- or for one group in all sections
