Direct Contact / user-to-user email

I would like to implement the direct contact feature used on this community to enable users to send emails to each other without seeing each other's email addresses. I didn't see anything in the extensions or the forum threads for this. Is this feature implemented as an extension?

I assume that it is a customized information collection form. Is that right? How is the email address to send to passed to the template?

Any insights would be much appreciated!
