Create from the user page

Hi all, I'm back to ezPublish after a long break...
My first question is how I can let some users to create/edit/remove content, for example my forum administrators to create or edit a forum within the user interface. I was sure it is simply done after setting the right roles...
I've found this topic:

Can someone tell me where to insert the given code. I think in content/edit.tpl but I'm not sure.
