Centre of admin interface disappears

I am creating an intranet using ezpublish 3.6.
Occasionally in the admin interface when an activity has taken place such as when a new article has been sent for publishing, the centre section of the admin interface (where the preview, details, location and relations panels sit), disappears until caches are cleared.
That is no problem for me with full admin permissions, but I have others updating sections of the intranet with limited permissions, who cannot clear the caches.
Has anyone else experienced this?
Is it possible to give others cache clearing permissions without resorting to full admin rights?
