Approve Workflow

I have set up an approve workflow.
I created an Event/Approve workflow on all sections.
The editor was set to the admin user group and all other users required approval. A applied this workflow to the before content publish trigger

I created an article as a normal users in root folder of the site. It did not appear in either the admin site or the user site.

An approval collaboration item for the new article was created in admin group. I logged in as an admin user and approved the article.

I expected the article to appear but I did not find it anywhere.

I logged as a normal user and found a collaboration message indicating that the article had been approve, but still it did not appear on the site.

"The content object New Article was approved and will be published once the publishing workflow continues."

Where is the article and what do I need to do to get it to appear on the site.
