websitetoolbar - how suppress user access to multiplacement

3.10.0 webin

i'm looking for a way to suppress for some users, witch having creating/editing rights possibility to use the placement/multilocation feature of the websitetoolbar.

i doesn't found a policy witch is allowing that action - seems that is internal combined with content create or edit policy.

i detected that a action of user to create multilocations to outside of section in that the user have creating rights, only shows like him is action allowed but the execution of the action is not making the effect, that the object is displayed under the target. that's fine - but i would prefer that the user would be explicit excluded for access to this action from system.

is elsewhere a way to setup that in a .ini?
