Web-based installation setup does not appear at all?

Why the web-based installation setup does not appear at all?

After installation I get...
"http://localhost/" in the address bar
and "It works!" in the webpage contents.

The same thing happens when I run eZ publish from the Start Menu > Programs > eZ publish

P.S. I have installed Apache HTTP server 2.2.3, MySQL server 5.0 and PHP 4.4.1.

And you are sure you have extracted ez to your root folder, or is ez in a sub folder of that ?
And you are also sure php is loaded in apache ?

But if you have installed the ez installer, wherent apache 1.3.31, mysql and php included in the installer ??
