RSS Import Accessing Error

Hi,
While trying to access the RSS import url, facing an error

fopen(http://abc.net.au/news/syndicate/breakingrss.xml) [<a href='function.fopen'>function.fopen</a>]: failed to open stream: Bad file descriptor in D:\webserver\Apache2\htdocs\ezpublishplain\lib\ezutils\classes\ezhttptool.php on line 737

Have the settings for parameters Proxy, User, Password set in site.ini file.

Could access the url and view the xml content of the rss in the browser,

Any suggestion on this would be of great help..
