Parse Error

I am getting the following error when attempting to run the index.php file.

"Parse error: parse error, unexpected $ in /home/placidm/public_html/cms.mgmt/index.php on line 552"

This is line 552:
$GLOBALS['ezpolicylimitation_list'][$moduleName][$functionName] =& $params['Limitation'];

Any help would be greatly appreciated.
