new install - Windows XP - VERY SLOW

I am a new user. I just installed the Windows Installer EZ. Everything was smooth. But now that it is installed it is extremely slow.

The install machine is a PIII 700Mhz, 256MB of RAM.

I noticed the CPU utilization jumps to 100% as I attempt to navigate through the backend or frontend.

eZ publish needs more power to run responsive on win xp! Also, template compiling may be running the first time(s) you access your new installation.

How much power do you suggest?

What is the ideal config?

For development?
cache off then > 2GHz
