I tried to enter http://www.icbl.org/admin (it's the site of the month), and a login window appeared.How is it possible to make such a preauthorization system?

This is done with using htpassword and some simple apache configuration.It is well documented in the apache documentation: http://httpd.apache.org/docs/howto/auth.html
